河南省減污降碳協同增效行動方案
為深入貫徹黨(dang)中(zhong)央、國務(wu)院關于碳(tan)達(da)峰(feng)、碳(tan)中(zhong)和重大決策部署,落實省委、省政府工作(zuo)要求(qiu),推動(dong)實現碳(tan)達(da)峰(feng)、碳(tan)中(zhong)和目標,制(zhi)定本行動(dong)方案。
一、總體要求
(一)指導思想
以(yi)習(xi)(xi)近平(ping)新(xin)時代中國特色社會主義思想為(wei)指導(dao),全面(mian)貫徹黨的二十(shi)大精神(shen),深入貫徹習(xi)(xi)近平(ping)生(sheng)態(tai)文明思想和習(xi)(xi)近平(ping)總書記視察(cha)河南重(zhong)要(yao)講話重(zhong)要(yao)指示精神(shen),完整、準確、全面(mian)貫徹新(xin)發展理念,錨(mao)定“兩個確保(bao)”,落實(shi)“十(shi)大戰(zhan)略(lve)”,以(yi)減污(wu)降碳協(xie)同(tong)增效(xiao)為(wei)抓手,加(jia)強碳達(da)峰、碳中和與(yu)生(sheng)態(tai)環境保(bao)護工作(zuo)統籌融合(he),推動(dong)我省綠色低碳轉型發展。
(二)基本原則
堅持目(mu)標(biao)導向。圍繞落實(shi)碳達(da)峰目(mu)標(biao)與(yu)碳中和(he)愿景,加強頂層設計,著力(li)解(jie)決與(yu)新形勢新任務新要求不相適應的問題,按照“先立后破(po)、不立不破(po)”原則,協同推動經濟社(she)會高質量(liang)發展和(he)生態環境高水平保護。
強化統(tong)(tong)籌協調。將經(jing)濟社會高(gao)質量發展與碳達峰、碳中和(he)(he)及生態環境保護統(tong)(tong)一謀(mou)劃、統(tong)(tong)一布置、統(tong)(tong)一實(shi)施、統(tong)(tong)一檢查,正確處理(li)發展和(he)(he)減排、整體(ti)和(he)(he)局部、長遠(yuan)目標和(he)(he)短期目標、政府和(he)(he)市場等關系,建立(li)健全(quan)統(tong)(tong)籌融合的戰略、規劃、政策和(he)(he)行動體(ti)系。
突出協同增效。把減(jian)污降碳(tan)作為源頭治理(li)的“牛鼻(bi)子”,協同控制二氧化(hua)碳(tan)與污染物排放(fang),協同推進適應(ying)氣候變化(hua)與生態保護等工作,深(shen)入(ru)打(da)好(hao)污染防治攻堅戰,促(cu)進碳(tan)達峰行動實施。
(三)目標指標
到(dao)2025年(nian)底,全省(sheng)單(dan)位(wei)生產總(zong)值二氧化碳(tan)排放強(qiang)度(du)降低指標達到(dao)國家(jia)要求,空氣環(huan)境質量持(chi)續改(gai)善,逐步(bu)建立以強(qiang)度(du)為主(zhu)、總(zong)量為輔的二氧化碳(tan)排放控制體系,減污降碳(tan)協同(tong)管理機制初步(bu)建立,統籌(chou)融(rong)合工作格(ge)局基(ji)本(ben)形成。
到2030年(nian)前,全省單(dan)位(wei)生產(chan)總值二氧(yang)化碳(tan)排放(fang)強度持(chi)續下降,空氣環境質量顯著改(gai)善,減污降碳(tan)協同管(guan)理體系更加完善,能(neng)力顯著提升,有(you)力推動碳(tan)達峰目標實現。
二、重點任務
(一)協同(tong)推進生態保護(hu)源頭控制
1. 加強(qiang)生態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)區(qu)(qu)管控(kong)。全面落(luo)(luo)(luo)實主體功(gong)能區(qu)(qu)戰略,充分(fen)銜接國(guo)土空(kong)(kong)間(jian)規(gui)劃(hua)分(fen)區(qu)(qu)和用(yong)途(tu)管制(zhi)要求,將生態(tai)(tai)(tai)保護紅(hong)線、環(huan)(huan)(huan)境(jing)(jing)質(zhi)量(liang)底線和資源(yuan)(yuan)利(li)用(yong)上線作為硬約束(shu)落(luo)(luo)(luo)實到環(huan)(huan)(huan)境(jing)(jing)準(zhun)入單(dan)元(yuan),建立差別(bie)化(hua)的生態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)準(zhun)入清單(dan),堅決(jue)遏制(zhi)“兩高(gao)一低”項(xiang)目(mu)盲目(mu)發(fa)(fa)展。推動涉“兩高(gao)一低”項(xiang)目(mu)有關(guan)行業專項(xiang)發(fa)(fa)展規(gui)劃(hua)和產業園總體規(gui)劃(hua)依法開展規(gui)劃(hua)環(huan)(huan)(huan)評(ping)(ping),嚴(yan)格規(gui)劃(hua)環(huan)(huan)(huan)評(ping)(ping)審(shen)查。在(zai)規(gui)劃(hua)環(huan)(huan)(huan)評(ping)(ping)中開展碳排放(fang)評(ping)(ping)價試點,推動高(gao)耗能行業減污(wu)降碳協同控(kong)制(zhi)和綠色低碳發(fa)(fa)展。(省生態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)廳牽頭,省發(fa)(fa)展改革委、省工業和信息化(hua)廳、省自然資源(yuan)(yuan)廳、省政(zheng)(zheng)府(fu)國(guo)資委等按職責(ze)(ze)分(fen)工負(fu)責(ze)(ze),各(ge)省轄市(shi)(shi)人民政(zheng)(zheng)府(fu)、濟(ji)源(yuan)(yuan)市(shi)(shi)示范區(qu)(qu)、航空(kong)(kong)港區(qu)(qu)管委會(hui)負(fu)責(ze)(ze)落(luo)(luo)(luo)實〔以下各(ge)項(xiang)任務均(jun)需各(ge)地政(zheng)(zheng)府(fu)落(luo)(luo)(luo)實,不再一一列(lie)出〕)
2. 推(tui)進(jin)綠色(se)低(di)碳(tan)產業(ye)(ye)發展(zhan)。嚴格落實“兩(liang)高一低(di)”項目(mu)會(hui)商聯審機制,按照(zhao)產能(neng)(neng)置換、“三線一單”、煤炭消費替代、區(qu)域污染(ran)物削減等(deng)政(zheng)策要求(qiu),強(qiang)化項目(mu)環(huan)評(ping)及“三同(tong)時(shi)”管理(li)。支持符(fu)合條件的(de)新(xin)建(jian)、擴建(jian)“兩(liang)高一低(di)”項目(mu)采用先進(jin)的(de)工藝技術和裝(zhuang)備,單位產品能(neng)(neng)耗、物耗、水(shui)耗和污染(ran)物排放強(qiang)度等(deng)應達到(dao)清(qing)潔(jie)生產先進(jin)水(shui)平。原則(ze)上嚴禁(jin)新(xin)增鋼鐵(tie)(不(bu)含短(duan)流程煉(lian)(lian)鋼項目(mu)及鋼鐵(tie)壓延加工)、電解(jie)鋁、水(shui)泥熟料、平板玻璃、傳統(tong)煤化工、焦化、鋁用碳(tan)素、磚瓦窯、鉛鋅冶煉(lian)(lian)等(deng)行業(ye)(ye)產能(neng)(neng),合理(li)控制煤制油氣(qi)產能(neng)(neng),嚴控新(xin)增煉(lian)(lian)油產能(neng)(neng)。(省(sheng)(sheng)發展(zhan)改革委(wei)(wei)、省(sheng)(sheng)工業(ye)(ye)和信(xin)息化廳(ting)、省(sheng)(sheng)自(zi)然資源廳(ting)、省(sheng)(sheng)生態(tai)環(huan)境廳(ting)、省(sheng)(sheng)政(zheng)府國資委(wei)(wei)等(deng)按職(zhi)責分(fen)工負(fu)責)
3. 探索(suo)實施碳(tan)(tan)排放影響(xiang)評(ping)價。把碳(tan)(tan)排放評(ping)價作為環(huan)(huan)境影響(xiang)評(ping)價的(de)重要(yao)(yao)內容(rong),在(zai)環(huan)(huan)評(ping)文件(jian)中(zhong)設(she)置碳(tan)(tan)排放評(ping)價專章,開展碳(tan)(tan)排放量核算,落(luo)實區域和(he)行(xing)(xing)業達峰行(xing)(xing)動(dong)方(fang)案、清潔能源替代(dai)、清潔運輸、煤炭(tan)消費總量控制等(deng)政策(ce)要(yao)(yao)求,推動(dong)實現碳(tan)(tan)排放作為建(jian)(jian)設(she)項目環(huan)(huan)評(ping)管理的(de)約束指標,建(jian)(jian)立碳(tan)(tan)排放源頭控制機(ji)制。按照國(guo)家(jia)統一(yi)部署,初步建(jian)(jian)立以綠色低碳(tan)(tan)為導向的(de)重大(da)經濟、技術政策(ce)生態環(huan)(huan)境影響(xiang)論證工作機(ji)制。(省(sheng)生態環(huan)(huan)境廳(ting)(ting)牽頭,省(sheng)工業和(he)信息化廳(ting)(ting)、省(sheng)自然資源廳(ting)(ting)、省(sheng)政府國(guo)資委等(deng)按職責分工負(fu)責)
(二)協同推(tui)進能(neng)源領域(yu)減污降碳
4. 大(da)力推(tui)(tui)動(dong)煤(mei)(mei)電(dian)(dian)(dian)結構優化(hua)(hua)調整。優化(hua)(hua)煤(mei)(mei)電(dian)(dian)(dian)項(xiang)目(mu)(mu)布局,推(tui)(tui)進(jin)(jin)煤(mei)(mei)電(dian)(dian)(dian)“以大(da)代小”、“以新(xin)換舊”容量替代建設;在豫(yu)東、豫(yu)南(nan)等(deng)電(dian)(dian)(dian)力缺(que)口較(jiao)大(da)地(di)區有(you)序建設大(da)型先進(jin)(jin)支撐(cheng)性和(he)調節性煤(mei)(mei)電(dian)(dian)(dian)項(xiang)目(mu)(mu),在存在重大(da)供熱缺(que)口的(de)區域新(xin)建保障性民生熱電(dian)(dian)(dian)項(xiang)目(mu)(mu)。嚴格控制燃(ran)煤(mei)(mei)發電(dian)(dian)(dian)機組(zu)裝機規模(mo),禁(jin)止新(xin)建自備(bei)燃(ran)煤(mei)(mei)機組(zu),淘汰20萬千(qian)瓦(wa)及以下且設計壽命期滿的(de)純(chun)凝燃(ran)煤(mei)(mei)機組(zu),積極推(tui)(tui)進(jin)(jin)30萬千(qian)瓦(wa)及以上熱電(dian)(dian)(dian)聯(lian)產電(dian)(dian)(dian)廠(chang)供熱合理半徑范圍(wei)內的(de)燃(ran)煤(mei)(mei)小機組(zu)(含自備(bei)電(dian)(dian)(dian)廠(chang))和(he)燃(ran)煤(mei)(mei)鍋爐整合退出。穩步(bu)推(tui)(tui)進(jin)(jin)許昌(chang)、平頂山等(deng)城區煤(mei)(mei)電(dian)(dian)(dian)項(xiang)目(mu)(mu)“退城進(jin)(jin)郊(園)”,加(jia)快推(tui)(tui)進(jin)(jin)洛陽市主(zhu)城區內燃(ran)煤(mei)(mei)電(dian)(dian)(dian)廠(chang)基(ji)本“清零”。推(tui)(tui)動(dong)具備(bei)上網(wang)條件的(de)現役自備(bei)燃(ran)煤(mei)(mei)機組(zu)納入電(dian)(dian)(dian)網(wang)統一調度。(省發展改革委牽頭(tou),省工(gong)業(ye)和(he)信息化(hua)(hua)廳(ting)(ting)、省自然資(zi)源廳(ting)(ting)、省生態環境廳(ting)(ting)、省農(nong)業(ye)農(nong)村廳(ting)(ting)、省政府(fu)國資(zi)委、國網(wang)河南(nan)省電(dian)(dian)(dian)力公司(si)等(deng)按職(zhi)責分工(gong)負責)
5. 積(ji)極支持新能(neng)(neng)源(yuan)(yuan)(yuan)建(jian)設。積(ji)極推(tui)(tui)進(jin)風(feng)電(dian)、分(fen)(fen)布式光(guang)伏、生物質天然(ran)氣(qi)等(deng)新能(neng)(neng)源(yuan)(yuan)(yuan)建(jian)設,進(jin)一步(bu)提高太(tai)(tai)陽能(neng)(neng)、風(feng)能(neng)(neng)發(fa)(fa)(fa)電(dian)占比。支持豫(yu)(yu)北(bei)、豫(yu)(yu)東、豫(yu)(yu)中南(nan)、黃河(he)兩岸淺(qian)山丘等(deng)平價風(feng)電(dian)基(ji)(ji)地(di)(di)建(jian)設,集(ji)約高效(xiao)開發(fa)(fa)(fa)風(feng)電(dian)基(ji)(ji)地(di)(di)。推(tui)(tui)動光(guang)伏利用與建(jian)筑(zhu)一體(ti)化(hua)(hua)發(fa)(fa)(fa)展(zhan),推(tui)(tui)進(jin)能(neng)(neng)源(yuan)(yuan)(yuan)供給體(ti)系(xi)清潔(jie)化(hua)(hua)低碳化(hua)(hua)。鼓勵有(you)條件的園區、廠區充分(fen)(fen)利用太(tai)(tai)陽能(neng)(neng)、風(feng)能(neng)(neng)、生物質能(neng)(neng)等(deng)可再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)。推(tui)(tui)進(jin)發(fa)(fa)(fa)展(zhan)氫能(neng)(neng)產業,加強氫能(neng)(neng)應(ying)用技術研發(fa)(fa)(fa),培(pei)育氫能(neng)(neng)產儲運(yun)用全產業鏈。因(yin)地(di)(di)制宜發(fa)(fa)(fa)展(zhan)生物質能(neng)(neng)和(he)地(di)(di)熱能(neng)(neng),推(tui)(tui)進(jin)鄭州、開封、濮陽、周口4個千(qian)萬平方(fang)米地(di)(di)熱供暖(nuan)規模化(hua)(hua)利用示(shi)范區建(jian)設。積(ji)極推(tui)(tui)進(jin)陜電(dian)入(ru)豫(yu)(yu)建(jian)設,謀劃布局第四條直流特高壓輸電(dian)通(tong)道,拓展(zhan)外氣(qi)入(ru)豫(yu)(yu)通(tong)道,擴大油品輸入(ru)規模。統籌布局加油、加氣(qi)、充(換)電(dian)、加氫等(deng)設施,示(shi)范推(tui)(tui)廣氫電(dian)油氣(qi)綜合能(neng)(neng)源(yuan)(yuan)(yuan)站。(省發(fa)(fa)(fa)展(zhan)改(gai)革委牽頭(tou),省工(gong)業和(he)信息化(hua)(hua)廳(ting)、省自然(ran)資源(yuan)(yuan)(yuan)廳(ting)、省生態環(huan)境廳(ting)、省住(zhu)房城(cheng)鄉建(jian)設廳(ting)、省政府(fu)國(guo)資委、國(guo)網河(he)南(nan)省電(dian)力公司等(deng)按(an)職責(ze)分(fen)(fen)工(gong)負(fu)責(ze))
6. 持續開展散(san)煤(mei)治理。擴大(da)清(qing)潔取(qu)(qu)暖(nuan)試點(dian)城市范(fan)圍,支(zhi)持豫東、豫南等市爭取(qu)(qu)中(zhong)央財(cai)政(zheng)清(qing)潔取(qu)(qu)暖(nuan)資金。按(an)照“宜氣(qi)則(ze)氣(qi)、宜電(dian)則(ze)電(dian)、先立(li)后破(po)、不(bu)(bu)立(li)不(bu)(bu)破(po)”原則(ze),以(yi)鄉鎮為單(dan)元成片持續推(tui)(tui)進(jin)(jin)清(qing)潔取(qu)(qu)暖(nuan),落實電(dian)力、天然氣(qi)保供(gong)和(he)(he)價格優惠補貼政(zheng)策,有(you)序穩(wen)步推(tui)(tui)進(jin)(jin)山區散(san)煤(mei)清(qing)潔能(neng)源(yuan)替(ti)(ti)代,平原地區散(san)煤(mei)全(quan)部清(qing)零。全(quan)面淘汰(tai)35蒸噸/小時(shi)以(yi)下的燃(ran)煤(mei)鍋(guo)爐及(ji)茶水(shui)爐、經營性爐灶等燃(ran)煤(mei)設(she)施(shi)。持續加(jia)快供(gong)熱(re)(re)(re)管網(wang)(wang)建(jian)設(she),充分(fen)釋放熱(re)(re)(re)電(dian)聯(lian)產、工(gong)業(ye)余熱(re)(re)(re)等供(gong)熱(re)(re)(re)能(neng)力,淘汰(tai)管網(wang)(wang)覆蓋(gai)范(fan)圍內(nei)的燃(ran)煤(mei)鍋(guo)爐和(he)(he)散(san)煤(mei)。支(zhi)持利(li)用(yong)光伏、地熱(re)(re)(re)、生(sheng)物(wu)質等可再(zai)生(sheng)能(neng)源(yuan)滿足建(jian)筑(zhu)供(gong)熱(re)(re)(re)、制冷及(ji)生(sheng)活熱(re)(re)(re)水(shui)等用(yong)能(neng)需求。依法將整(zheng)體完成清(qing)潔取(qu)(qu)暖(nuan)改造并(bing)穩(wen)定運行的地區劃定為高污染燃(ran)料禁燃(ran)區,加(jia)強監督檢查,防(fang)止散(san)煤(mei)復燒。加(jia)快推(tui)(tui)進(jin)(jin)種植業(ye)及(ji)農(nong)副產品加(jia)工(gong)行業(ye)重點(dian)企業(ye)燃(ran)煤(mei)設(she)施(shi)清(qing)潔化(hua)能(neng)源(yuan)替(ti)(ti)代,積(ji)極(ji)推(tui)(tui)進(jin)(jin)平頂山、許昌、南陽等市煙葉烤房電(dian)代煤(mei),推(tui)(tui)動南陽、三門(men)峽(xia)、駐馬(ma)店等市食用(yong)菌企業(ye)“雙改”工(gong)作(zuo)。(省發展改革委(wei)、省財(cai)政(zheng)廳、省工(gong)業(ye)和(he)(he)信息化(hua)廳、省自然資源(yuan)廳、省生(sheng)態環境廳、省住房城鄉建(jian)設(she)廳、省農(nong)業(ye)農(nong)村廳、省市場監管局(ju)、省政(zheng)府國(guo)資委(wei)、省煙草公司(si)、國(guo)網(wang)(wang)河南省電(dian)力公司(si)等按(an)職(zhi)責分(fen)工(gong)負責)
(三(san))協(xie)同推進工業領域減污(wu)降碳
7. 加快(kuai)傳(chuan)統產(chan)(chan)(chan)(chan)業(ye)轉(zhuan)型升級。支(zhi)持(chi)建設國(guo)(guo)(guo)家(jia)工(gong)(gong)業(ye)資源綜合利用示(shi)范(fan)基(ji)地(di)(di)(di)、國(guo)(guo)(guo)家(jia)循環(huan)經濟試點示(shi)范(fan)、國(guo)(guo)(guo)家(jia)大(da)宗固體廢棄物綜合利用示(shi)范(fan)基(ji)地(di)(di)(di)。支(zhi)持(chi)鋼(gang)鐵、焦化(hua)、水泥(ni)等重(zhong)點行業(ye)通(tong)過(guo)產(chan)(chan)(chan)(chan)能(neng)置換(huan)、裝(zhuang)備大(da)型化(hua)改造、重(zhong)組整合,鼓勵高(gao)爐—轉(zhuan)爐長流程鋼(gang)鐵企(qi)業(ye)轉(zhuan)型為電爐短流程煉鋼(gang)工(gong)(gong)藝,引導鋼(gang)鐵、煤(mei)化(hua)工(gong)(gong)、水泥(ni)、鋁加工(gong)(gong)、玻璃、耐火材料(liao)等行業(ye)實(shi)施(shi)綠色低(di)碳轉(zhuan)型升級。積極化(hua)解過(guo)剩產(chan)(chan)(chan)(chan)能(neng),加快(kuai)退出低(di)端(duan)低(di)效產(chan)(chan)(chan)(chan)能(neng),按照國(guo)(guo)(guo)家(jia)產(chan)(chan)(chan)(chan)業(ye)結構調整指導目錄及相(xiang)關產(chan)(chan)(chan)(chan)業(ye)政策,堅決(jue)淘汰落后(hou)產(chan)(chan)(chan)(chan)能(neng),推(tui)動(dong)重(zhong)點行業(ye)、重(zhong)點區(qu)域(yu)產(chan)(chan)(chan)(chan)業(ye)布(bu)局調整,實(shi)施(shi)城市建成區(qu)高(gao)污染(ran)(ran)企(qi)業(ye)退城入園和敏(min)感區(qu)域(yu)、水污染(ran)(ran)嚴(yan)重(zhong)地(di)(di)(di)區(qu)高(gao)污染(ran)(ran)企(qi)業(ye)優(you)化(hua)布(bu)局,利用綜合標準,依法依規制定方案,推(tui)動(dong)落后(hou)產(chan)(chan)(chan)(chan)能(neng)退出。嚴(yan)禁在黃河(he)干流及主要支(zhi)流臨岸一定范(fan)圍內新建“兩高(gao)一低(di)”項目及相(xiang)關產(chan)(chan)(chan)(chan)業(ye)園區(qu)。(省發展改革委、省工(gong)(gong)業(ye)和信息(xi)化(hua)廳(ting)、省生態環(huan)境(jing)廳(ting)、省政府國(guo)(guo)(guo)資委等按職(zhi)責(ze)分(fen)工(gong)(gong)負責(ze))
8. 加大(da)綠(lv)(lv)色(se)(se)環(huan)保企(qi)業(ye)(ye)支持力度。實施綠(lv)(lv)色(se)(se)制(zhi)(zhi)造(zao)(zao)工(gong)程,推(tui)廣(guang)(guang)綠(lv)(lv)色(se)(se)設計(ji),探(tan)索產(chan)(chan)品設計(ji)、生(sheng)產(chan)(chan)工(gong)藝(yi)、產(chan)(chan)品分銷(xiao)以及回收處置(zhi)利用全產(chan)(chan)業(ye)(ye)鏈綠(lv)(lv)色(se)(se)化(hua),加快工(gong)業(ye)(ye)領(ling)域源(yuan)頭減(jian)排、過程控制(zhi)(zhi)、末端治(zhi)理、綜合利用全流程綠(lv)(lv)色(se)(se)發展(zhan)。加快推(tui)行高能耗(hao)、高排放和(he)(he)資源(yuan)型行業(ye)(ye)強制(zhi)(zhi)性(xing)清(qing)潔生(sheng)產(chan)(chan)審核(he),逐步將(jiang)碳(tan)(tan)排放指標納入清(qing)潔生(sheng)產(chan)(chan)審核(he),提升企(qi)業(ye)(ye)減(jian)污降碳(tan)(tan)效能。支持電力、鋼鐵、有色(se)(se)、建材、石(shi)化(hua)、化(hua)工(gong)、煤(mei)炭(tan)、焦化(hua)、紡織、造(zao)(zao)紙、印染、機械等重點行業(ye)(ye)節能減(jian)碳(tan)(tan)改(gai)造(zao)(zao)和(he)(he)綠(lv)(lv)色(se)(se)低(di)碳(tan)(tan)領(ling)域科(ke)技創新(xin),推(tui)廣(guang)(guang)應用重大(da)綠(lv)(lv)色(se)(se)低(di)碳(tan)(tan)零(ling)碳(tan)(tan)負碳(tan)(tan)示(shi)范技術,建設綠(lv)(lv)色(se)(se)低(di)碳(tan)(tan)產(chan)(chan)業(ye)(ye)示(shi)范園區(qu)等。(省發展(zhan)改(gai)革委、省科(ke)技廳、省工(gong)業(ye)(ye)和(he)(he)信息(xi)化(hua)廳、省生(sheng)態環(huan)境廳、省政府國(guo)資委等按職責(ze)分工(gong)負責(ze))
